Ball dropped in taking relief cannot be found

Ball dropped in taking relief cannot be found

There is interference from a staked tree to a player's ball lying within the margin of a water hazard. There is a Local Rule permitting relief from staked trees, worded as per the specimen in Appendix l. The player drops a ball within the permitted area in the hazard, but cannot then find the ball that has been dropped. What is the ruling?

It's KVC that the player's ball that is not found is in the water hazard. Rule 26-1 applies.
