Conceding short putts during match

Conceding short putts during match

Good morning,
Opponents with equally short putts say "Good, good" for a half and precede to the next hole. Is there a rule or decision that gives an ok to this common procedure, or is the procedure ok because no rule or decision says it's not ok? (no prior to the match agreement was made).

To my mind, Rule 2-4 permits it without need for anything further. Each player can concede his opponent's next stroke which is what each is doing.

Additionally Dec 2-1/1.5 adds 'An agreement to halve a hole being played is permissible'
