Touching the green

Touching the green

Rule 8-2b forbids a player, his caddie or his partner to touch the green when pointing out a line for putting when player's ball is on the putting green. I've always thought that reason for this is that a mark could be created on the green that could be used as an aiming point afterwards. However, when the ball is outside the putting green the putting green may be touched. Why?
