There is basically no difference in either question or answer except a reference to an inapplicable rule in the revised answer.
Question and first paragraph of revised answer identical up to"Rule 26"
The Old wording that follows is:

"In this situation ,he may lift the dropped ball(Rule20-6) and;
1.replace the ball where it originally lay in the water hazard,in which case he incurs a penalty stroke under18-2a- see Decision18-2a/12; or
2.proceed under Rule26-1. He incurs a penalty of one stroke under 26-1, but no additional penalty is incurred."
